Discussions and Decisions Made:

1. General Operational Problems of the Development Council: The delegation, chaired by Mehmet Demirbaş, Deputy Director of Agriculture and Forestry for Kayseri Province and President of the Development Council, reviewed data from field teams in 5 districts (Yahyalı, Yeşilhisar, Akkışla, Sarıoğlan, and Felahiye) within the 1st and 3rd Development Councils. The evaluations revealed that delays in information sharing between clusters negatively impacted the project implementation schedule. It was decided that the IPYB unit would intensify monitoring and evaluation activities to better understand the project's impact.

2. Problems Encountered in Investment Projects: The main problems encountered in planned infrastructure and individual investment support projects for the future (milk collection centers, cold storage facilities, machinery and equipment parks, etc.) are discussed.

It was emphasized that financial management and procurement (under the responsibility of Mehmet PARLAK) will be carried out according to established procedures.

3. Small Ruminant Farming Issues (Main Agenda): The small ruminant farming sector constituted the largest part of the meeting. This sector, which forms the backbone of the regional economy, addressed the following issues:

Efficient Use of Pasture Areas: Insufficient pasture improvement projects and deficiencies in infrastructure along seasonal migration routes,

Input Costs: Fluctuations in feed prices put pressure on small-scale businesses,

Social Mobilization: Dr. Şeyma AKŞİT ÖZER reports on the young population's lack of interest in the shepherding profession and their social security problems.

Marketing: The problems of producers not achieving the revenue they deserve due to intermediary margins have been discussed in detail.

DECISIONS MADE:

1. To increase productivity in small ruminant farming, priority will be given to "Herd Management Training" and "Modern Shelter Investments".

2. To overcome technical bottlenecks in investment projects, each cluster leader (Zübeyir GÜVEN and Erdinç KUMAŞ) will prepare a problem-solution matrix for investors in their respective regions.

3. To digitize the overall operation of EKK, the data entry speed of existing web platforms (kaysericpp.com, etc.) will be increased.
